AI Search in Turkey: How Foreign Brands Should Adapt SEO for ChatGPT, Gemini and AI Overviews

Google’s official position is that optimizing for generative AI search is still SEO. In its guide to optimizing for generative AI features, published in May 2026 and updated since, Google addresses the terms “AEO” and “GEO” directly and states that from Google Search’s perspective, optimizing for generative AI search is optimizing for the search experience — and therefore still SEO. Its generative features are rooted in the same core ranking and quality systems as ordinary Search.

That makes most of the “GEO playbook” circulating online unnecessary, and Google names several of those tactics as things you can ignore. But it does not make AI search irrelevant to foreign brands in Turkey — for two reasons.

First, Turkey is an unusually concentrated AI market. According to the Digital 2026 Global Overview report from We Are Social and Meltwater, roughly 94.4 percent of Turkey’s AI web traffic referrals came through ChatGPT — the highest country-level figure in the world, and far above the worldwide figure of 44.74 percent. A separate metric in the same report shows 39.7 percent of Turkish internet users aged 16 and over having used ChatGPT in the past month, against 26.5 percent worldwide.

Second, there are two specific technical settings that materially affect how — and how well — you can appear in AI answers, and most foreign brands have never checked either of them. One is a Search Console setting. The other is how your robots.txt treats OpenAI’s three separate crawlers.

This guide covers what the official documentation actually says, what it explicitly tells you not to bother with, which Turkey-specific factors matter, and how to measure any of it without relying on tools that claim access they do not have.

What Google says about GEO and AEO

Google’s guide states that SEO best practices continue to be relevant because its generative AI features are rooted in its core Search ranking and quality systems. AI Overviews and AI Mode are not running on a separate stack with separate rules.

Google also advises reviewing its guidance on evaluating third-party SEO advice before buying “AEO” or “GEO” services — which is about as close as Google’s documentation gets to a warning label.

The practical consequence for a foreign brand budgeting Turkish search work: a proposal that separates “SEO” and “GEO” into two workstreams with two budgets is describing a distinction that the largest AI search surface in Turkey says does not exist on its side. That is worth raising when you are choosing a digital marketing agency in Turkey.

One caveat that matters: Google’s guidance describes Google’s systems. ChatGPT is a separate system with its own crawlers and its own retrieval, and the Turkish market is heavily weighted toward it. That is why the crawler section below is not optional.

How the AI layer actually retrieves content

Two mechanisms from Google’s documentation explain more about AI visibility than any list of tactics.

Retrieval-augmented generation (RAG), which Google also calls grounding, improves the quality, accuracy and freshness of AI responses by using core Search ranking systems to retrieve relevant, up-to-date pages from the Search index. The systems then review information from those retrieved pages to generate the response, showing clickable links to the pages supporting it.

The implication is direct: if you are not in the index and ranking for the underlying material, there is nothing for the model to retrieve. Indexing is the precondition, not an alternative route.

Query fan-out is a set of concurrent, related queries the model generates to gather more information. Google’s own example: a query about fixing a weedy lawn might fan out into queries about the best herbicides, removing weeds without chemicals, and preventing weeds.

Fan-out is where many people draw the wrong conclusion — that you should build a page for every possible fan-out query. Google explicitly warns against this: creating separate content for every variation of how people might search, primarily to manipulate rankings or generative AI responses, violates its scaled content abuse spam policy, and is an ineffective long-term strategy because a high quantity of pages does not make a site higher quality.

The correct reading is that fan-out rewards genuine topical depth. A page that substantively covers the adjacent questions is retrievable across several fan-out queries. A hundred thin pages, one per variation, is a spam risk.

Why Turkey is a distinctive AI search market

The Turkish data is genuinely unusual, and it is also widely misreported. Both things are worth understanding.

The Digital 2026 Global Overview from We Are Social and Meltwater found that roughly 94.4 percent of Turkey’s AI web traffic referrals came via ChatGPT — the highest country-level share in the world. The worldwide figure is 44.74 percent, so Turkey is not modestly above average but more than twice it. A second, separate metric in the same report shows ChatGPT’s monthly reach among Turkish internet users aged 16 and over at 39.7 percent, against 26.5 percent worldwide.

Keep those two numbers apart. The first describes how AI referral traffic is distributed between platforms; the second describes how many people used ChatGPT in a month. They answer different questions, and conflating them is the most common error in Turkish coverage of this data.

Separately, data attributed to StatCounter in late 2025 put ChatGPT’s share of AI tool usage in Turkey at 91.23 percent, with Gemini second at 4.88 percent and Copilot at 1.77 percent, compared with a global picture where Perplexity ranked higher.

The misreading to avoid: this is a share of AI-referred traffic, not a share of all traffic or of all search. Turkish coverage of the figure has been paraphrased into claims like “95 out of every 100 AI users in Turkey rely on ChatGPT’s recommendations when looking for a product or service,” which is a different and much stronger claim than the data supports. If your agency presents this number as evidence that traditional SEO is finished in Turkey, push back.

What the data does support is narrower and still useful. Within AI-referred traffic in Turkey, the distribution is more concentrated in a single platform than almost anywhere else. For a foreign brand that means:

  • ChatGPT-specific technical settings carry more weight in Turkey than in most markets. The robots.txt section below is where the Turkish premium actually sits.
  • Diversifying effort across four AI platforms is poor prioritisation here. The distribution does not justify equal treatment.
  • Google still handles the overwhelming majority of Turkish search overall. AI referral concentration says nothing about the split between search and AI as channels.

The two settings that materially affect visibility

These are the highest-value items in this guide, because they are binary and most brands have never checked them.

Google: the Search Console eligibility requirement

Google’s guide states that to be eligible to appear in generative AI features on Google Search, a page must be indexed and eligible to be shown in Google Search with a snippet, meeting the Search technical requirements. It then adds a further condition: in addition to those technical requirements, a site must be included in Search generative AI features in Search Console to be eligible for display in generative AI features.

That is a setting, not a ranking factor. Check it. If your site was configured by a global web team with a restrictive default, or if someone applied a blanket “opt out of AI” policy during a legal review, this is where it would show up — and it would remove eligibility entirely regardless of content quality.

Google also notes plainly that meeting all requirements does not mean Google will crawl, index or serve the content. Eligibility is necessary, not sufficient, and nobody can guarantee inclusion.

OpenAI: three crawlers, three separate decisions

This is the one that costs Turkish visibility most often, and it turns on a distinction almost nobody makes correctly.

OpenAI operates separate user agents with independent robots.txt controls:

OpenAI’s documentation is explicit that each setting is independent — a site owner can allow OAI-SearchBot in order to appear in search while disallowing GPTBot for training.

One nuance worth stating precisely, because it is often overstated in both directions. Allowing OAI-SearchBot is what enables your content to be discovered, used in ChatGPT’s summaries and snippets, explicitly sourced and linked. It is not an absolute on/off switch for appearing in ChatGPT at all: OpenAI’s publisher guidance notes that if it obtains the URL of a disallowed page from a third-party search provider or by crawling other pages, and has signals the page is relevant, it may surface just the link and page title. So a blocked site is not necessarily invisible — but it is reduced to a bare link with none of the substantive presence that drives consideration. If you want a page excluded entirely, the noindex meta tag is the mechanism.

The common failure: a legal or IT team decides the company does not want its content used for AI training, blocks everything OpenAI-related, and unintentionally removes the brand from ChatGPT search results. In a market where ChatGPT accounts for the overwhelming majority of AI referrals, that is an expensive accident. Blocking GPTBot does not block ChatGPT search; blocking OAI-SearchBot does.

Three operational notes from OpenAI’s publisher guidance. If you want to keep a page out entirely, the noindex meta tag applies — but the crawler must be allowed to crawl the page in order to read that tag. Changes to robots.txt can take around a day to be reflected in search behaviour. And blocks frequently sit in a CDN or WAF rather than robots.txt, so check server logs and status codes rather than assuming the robots.txt file tells the whole story.

What Google says you can ignore

Google’s guide includes a mythbusting section naming tactics that are commonly sold as GEO work. For Google Search, it states you can ignore:

  • llms.txt files and other “special” markup. Google says you do not need to create machine-readable files, AI text files, markup or Markdown to appear in Google Search including its generative capabilities, because Google Search does not use them. Maintaining one for other systems neither helps nor harms Google visibility.
  • “Chunking” content. There is no requirement to break content into tiny pieces; Google’s systems can handle multiple topics on a page and surface the relevant part. There is no ideal page length.
  • Rewriting content specifically for AI systems. AI systems understand synonyms and general meaning, so you do not need to capture every long-tail variation.
  • Seeking inauthentic “mentions.” Google says pursuing these is not as helpful as it might seem, because core ranking systems focus on high-quality content while other systems block spam.
  • Overfocusing on structured data. Structured data is not required for generative AI search and there is no special schema you need to add — though Google recommends continuing to use it as part of overall SEO, since it supports rich result eligibility.

For a foreign brand evaluating a Turkish agency proposal, this list is a useful filter. If a scope of work is built primarily around llms.txt files, content chunking, AI-specific rewriting or mention-building campaigns, it is selling work that Google’s own documentation says is unnecessary for its systems.

Entities and brand mentions: what survives

Given that mythbusting list, what remains of entity-based SEO and brand mentions? A narrower but real answer.

Inauthentic mention-building is out. Google names it explicitly. Paying for placements purely to accumulate brand references is not a strategy its documentation supports.

Authentic presence across the web is a different thing. Google’s guide notes that its generative AI features can show what is being said about products and services across the web, including in blogs, videos and forum discussions. What the web genuinely says about you is part of what these systems surface. That is an argument for earned coverage and real customer conversation, not for link and mention purchasing — and in Turkey it points toward genuine public relations and earned media rather than volume tactics.

Entity clarity is mostly a naming and consistency problem. For a foreign brand in Turkey, the practical version is unglamorous: be consistently identifiable. Use the same brand name rendering in Turkish content, state plainly what the company does and where it operates, keep your business details consistent across your site and your Google Business Profile, and make sure your Turkish pages explicitly say what your English pages say about who you are. Much of the confusion AI systems produce about foreign brands in Turkey comes from the brand itself being described three different ways across three properties.

Structured data is worth keeping, for the stated reason. Not because it is an AI ranking factor — Google says it is not required — but because it supports rich results, and correct Organization markup is a cheap way to keep your own description of yourself consistent and machine-readable.

Non-commodity content, and what it means in Turkish

Google’s guide states that creating content people find unique, compelling and useful will likely influence presence in generative AI search more than any other suggestion in the guide. It draws a specific distinction with an example: “7 Tips for First-Time Homebuyers” is commodity content based on common knowledge that could originate from anyone, whereas “Why We Waived the Inspection & Saved Money: A Look Inside the Sewer Line” provides an expert or experienced take beyond common knowledge.

For foreign brands in Turkey this is the most demanding requirement in the whole guide, because the default Turkish content programme is precisely commodity content: a global article, translated, covering what everyone already knows.

The non-commodity version for a foreign brand in Turkey usually involves something only you can say:

  • What actually happened when you launched in this market, including what did not work
  • Cost, timeline and process realities from your own Turkish operation
  • Comparisons between your home market and Turkey that you can evidence
  • Category-specific Turkish regulatory or operational detail you had to work through
  • Anonymised patterns from your own Turkish customer data

Translated global content fails this test by construction — it is, definitionally, restating material that already exists elsewhere. Turkish-language search intent in an AI context

AI interfaces change how people phrase things. Prompts run longer and more conversational than keyword queries, and they carry more context — constraints, situation, comparison criteria.

This does not mean you should rewrite pages into prompt language; Google says rewriting content specifically for AI systems is unnecessary and that its systems understand synonyms and general meaning. What it does mean is that content which only answers the short-query version of a topic may have less to offer when the underlying question arrives with more context attached.

For Turkey specifically, two things follow.

Turkish content has to be genuinely Turkish, not translated. A conversational system generating an answer in Turkish is working from Turkish-language material. Content that reads as translated tends to be both less useful and less distinctive in exactly the way Google’s non-commodity guidance describes.

Cover the decision, not just the keyword. If your topic has obvious adjacent questions — cost, alternatives, requirements, common failure modes — a page that genuinely addresses them is more useful across fan-out than a page targeting a single phrase. First-party data as the durable advantage

If systems are drawing on published material, the hardest thing to compete with is something that exists nowhere else. For foreign brands operating in Turkey, first-party data is the most defensible form of that.

The practical candidates are usually available without any new research: aggregated and anonymised patterns from your own Turkish customers, operational benchmarks from your Turkish business, survey data you commissioned, and honest documentation of your own market-entry experience.

Two constraints are worth stating plainly. And any published figure has to be real — inventing benchmarks to appear authoritative is a reputational and, in advertising contexts, regulatory risk.

Local business and commerce details

Google’s guide notes that generative AI responses can include product listings, product information and information about local businesses, and that Merchant Center feeds and Google Business Profile can help products and services be visible in both AI responses and other Search results.

For foreign brands in Turkey this is often the fastest available improvement, because it is structured data entry rather than content production. Measuring any of this

Two legitimate measurement sources exist, and a large industry of illegitimate ones.

Search Console’s Generative AI performance report is Google’s own measurement of how content performs in generative AI features on Google Search and Discover.

ChatGPT referral traffic is directly trackable. OpenAI states that ChatGPT automatically includes the parameter utm_source=chatgpt.com in referral URLs, so publishers allowing OAI-SearchBot can track referral traffic in standard analytics platforms. On third-party tools, Google’s guidance is direct: be wary of tools promising ranking success or claiming to use “internal” Google metrics, because no third-party tool has access to its internal ranking or AI systems. AI visibility trackers can be useful for directional monitoring of how your brand is described, but treat their outputs as samples rather than measurements, and do not accept a citation guarantee from anyone.

Agentic experiences

Both Google and OpenAI now document agent behaviour, and the guidance converges on something unexpected: accessibility.

Google notes that browser agents may access your site to gather data by analysing visual renderings, inspecting DOM structure and interpreting the accessibility tree, and points to agent-friendly website best practices. OpenAI’s publisher guidance states that ChatGPT Atlas uses ARIA tags — the same labels and roles that support screen readers — to interpret page structure and interactive elements, and recommends following WAI-ARIA best practices with descriptive roles, labels and states on interactive elements.

The practical takeaway is that accessibility work, long treated as a compliance checkbox, now has a second rationale. If your Turkish site has unlabelled buttons and forms, both screen readers and AI agents struggle with it.

This is an emerging area. Google frames it as something to explore if relevant and you have extra time — which is a reasonable priority level for most foreign brands entering Turkey.

A practical 90-day plan

Weeks 1–2: unblock. Check the Search Console generative AI features setting. Audit robots.txt for the three OpenAI user agents and make a deliberate decision on each rather than inheriting a blanket block. Check CDN and WAF rules and server logs for blocks that robots.txt does not reveal. Confirm your Turkish pages are indexed and snippet-eligible.

Weeks 3–6: baseline. Segment ChatGPT referral traffic using the utm_source parameter. Open the Search Console generative AI report. Test a set of real Turkish prompts in ChatGPT and Google’s AI features and record how your brand and category are described — not as a ranking metric, but to find factual errors about your business worth correcting at source.

Weeks 7–12: content. Identify where your Turkish content is commodity and replace one or two pieces with something only you can write from your own Turkish operation. Fix brand description inconsistencies across your properties. Complete Business Profile and product feed data. Leave llms.txt, chunking and mention-building alone.

Common mistakes

Blocking GPTBot and assuming ChatGPT search is unaffected. They are independent controls; OAI-SearchBot governs search inclusion.

Never checking the Search Console generative AI eligibility setting. A binary gate that no amount of content fixes.

What is genuinely Turkey-specific is narrower and more actionable. And the default foreign-brand content approach in Turkey — translated global material — fails Google’s non-commodity test by construction, which is a content problem with an AI symptom.

Check the two settings, measure what is measurable, replace commodity Turkish content with something only your operation can write, and ignore the tactics the documentation tells you to ignore. Nobody can guarantee an AI citation, and Google states plainly that even meeting every requirement does not guarantee crawling, indexing or serving.
